Do I Need a Dumpster Permit in Colorado Springs?

Your dumpster placement determines whether a City permit may be required. Use this guide to plan your delivery, then verify the requirements for your exact property and placement with the City.

15-yard from $350 · 20-yard from $380 · 2 tons included · delivery, pickup and disposal in the price

THE SHORT ANSWER

Placing a container on your own private property normally does not require a municipal permit — though HOA covenants may still apply.

Placing one in the public right-of-way (a street or alley) is a different matter and depends on your municipality. Colorado Springs, Manitou Springs, Woodland Park and unincorporated county areas each set their own rules.

Confirming permits, HOA requirements and property permission is the customer's responsibility. Sort it out before your delivery date, not on it.

SHORT ANSWER

Public right-of-way: a revocable permit may be required.
Private property: that specific permit may not apply, but HOA, property, and access rules still can.

Street vs. Driveway Placement

On a street or public right-of-way

The City of Colorado Springs identifies temporary dumpsters occupying public right-of-way as a use handled through its revocable-permit process. Confirm approval and timing before scheduling delivery.

On a driveway or private property

Keeping the dumpster entirely on private property can simplify permitting, but it does not remove every requirement. Review HOA covenants, landlord or property-owner rules, gate access, surface conditions, and any other restrictions that apply to the site.

Who Should Confirm the Permit?

The customer, property owner, or project representative should confirm the rules for the intended placement. Merit can help you think through delivery access, but the City or other governing authority determines whether a permit is required.

Placement Checklist Before You Book

  • Choose a firm, level placement surface.
  • Keep the truck approach free of vehicles, equipment, snow, and debris.
  • Look up for power lines, low branches, rooflines, and other overhead obstacles.
  • Check gates, turns, and narrow access points.
  • Avoid blocking sidewalks, hydrants, traffic sight lines, or required access.
  • Confirm HOA, landlord, property-owner, and City requirements.
  • Tell Merit about tight or unusual conditions before the delivery date.

This guide is general planning information, not legal advice or a permit determination. Always verify current requirements with the City of Colorado Springs and any other authority that governs your property.

PERMIT AND PLACEMENT FAQS

Questions Before Delivery

Do I need a permit for a dumpster in Colorado Springs?

A dumpster placed in a public right-of-way may require a City of Colorado Springs revocable permit. A dumpster kept entirely on private property may not trigger that specific permit, but HOA, property, access, and other local rules can still apply. Confirm your exact placement with the City before delivery.

Does Merit obtain the permit for me?

The customer or project representative should confirm the requirements for the property and placement with the City. Contact Merit before booking if a permit or delivery detail could affect scheduling.

Can I put a dumpster in my driveway?

Driveways are often the simplest placement option when there is a firm, level surface and enough overhead and approach clearance for the delivery truck. Confirm property or HOA rules and keep the delivery area clear.

What should I check before delivery?

Check the placement surface, gate width, parked vehicles, tree limbs, overhead wires, access route, and any HOA or permit requirements. Tell Merit about tight access or unusual site conditions before delivery.
